SOLDIER TOWNSHIP BOARD MEETING

May 7, 2024 

Open Meeting 

The regular monthly board meeting of Soldier Township was called to order by Jerry Glasgow (Treasurer and Presiding Officer) on May 7, 2024, at 12:15 p.m. Others present were Karl McNorton (Trustee), Mike Mathes (Clerk), Audree Guzman (Administrator), John Tipton (Road Superintendent), Chad Lady (Fire Chief), and Laurie Moody (Administrative Assistant)

Guests in attendance were Lee Hendricks (legal counsel), Larkin Downing, Susan Duffy, and Chad Gerhardt

Member Mathes made a motion to approve the minutes from the April 2, 2024 board meeting, the accounts payable report, and the bank reconciliations for April 2024, as presented. Member McNorton seconded the motion. Motion carried 3-0. There were no amendments or additions to the agenda

Public Comments & Guests: Susan Duffy introduced herself, announced that she is running for Shawnee County Treasurer, and gave a brief description of her professional background and qualifications for the position

BUSINESS ITEMS: 

  1. Consider approval of the Leave Bank Policy After discussion, Member Mathes made a motion to approve the Shared Leave Policy, as presented. Member McNorton seconded the motion. Motion carried
  2. Consider approval of the Maternity and Paternity Leave Policy After discussion, Member Mathes made a motion to approve the policy granting three (3) weeks paid maternity medical leave and three (3) weeks paid maternity and paternity bonding time leave. Member Glasgow seconded the motion. Motion carried
  3. Consider approval of Freedom Claims account closure at CoreFirst Bank All funds from this account have been moved to a new checking account with Silver Lake Bank. Member McNorton made a motion to close CoreFirst Bank checking account xxx3972. Member Glasgow seconded motion. Motion carried
  4. Consider approval for gWorks Payroll Hub – Adding this hub will enable payroll to be 

processed in-house, allowing for substantial cost-savings to the Township, as well as access to all personnel reports and information. It will also allow employees to access their personal information, paycheck stubs, and tax forms. After discussion, Member Mathes made a motion to approve adding the payroll hub to the gWorks Fund Accounting Software. Member McNorton seconded the motion. Motion carried

  1. Consider approval for replacement of Brush 73 not to exceed $40,000 – Brush 73 is 

currently unusable due to extensive needed repairs. Special Fire Funds are available to use for the replacement costs and Brush 73 will be disposed of through Purple Wave. After discussion of potential options, Member Mathes made a motion to approve replacement of Brush 73, not to exceed $40,000.00. Member McNorton seconded motion. Motion carried

REPORTS: 

  1. Fire Department Report – Acting Chief Lady presented the Fire Report. The 

department assisted with the suppression of the Blue Rapids 2 fire on April 6, and will be reimbursed accordingly. Five department personnel attended the KSFFA Conference in Salina. New status boards have been installed and are currently assisting personnel with call type, location, and street-view of the structure to which they will be responding. Negotiations continue with ESO to change the RMS system to them

  1. Road Department Report Mr. Tipton presented the Road Report. Asphalt overlay in 

the Green Hills Place subdivision and NW 46th Terrace has been completed. The road crew assisted with removal of downed trees and removal of debris resulting from a severe storm on April 30. Green Hills Road will be closed the week beginning May 6 for the replacement of a large crossroad tube. The contractor for the new shop building plans to pour the concrete floor the week of May 6, weather permitting

  1. Administration Department Report – presented by Audree Guzman, Administrator

During the month of April, the new branding was launched, including the logo

letterhead, business cards, email signature, and social media. Departmental Facebook pages were merged into one Township page and designing of the new website has begun. Mrs. Guzman has started the budget process for 2025 and transitioning funds from CoreFirst Bank to Silver Lake Bank is almost complete. She attended the Kansas City/County Management conference in Lawrence on April 25th and 26th. Employee evaluation forms and management surveys have been sent out to all employees and are due back on June 1. 

ANNOUNCEMENTS / COMMUNICATIONS: Township offices will be closed Monday, May 27, 2024, in observance of Memorial Day

EXECUTIVE SESSIONS: 2024 – May 7 Meeting Miinutes

Member Mathes moved that the Township board recess into executive session to discuss salary pursuant to employer-employee negotiations matter exception, K.S.A. 75-4319(b)(3) to include: the Attorney and Administrator. The open meeting to resume in the meeting room at 1:15 p.m. Member McNorton seconded the motion. Motion carried 3-0

Back in open session, Member Mathes made the motion to approve the contract to hire Chad Lady as the new Fire Department Chief. Member Glasgow seconded the motion. Motion carried 3-0. 

Member Mathes made the motion to adjourn the meeting. Member McNorton seconded the motion. Motion carried 3-0. Meeting adjourned at 1:17 p.m. 

The next regular monthly Board meeting is scheduled for Tuesday, June 4, 2024, at 12:15 p.m.
