SOLDIER TOWNSHIP BOARD MEETING 

The regular monthly meeting of the Soldier Township Board was called to order by Mike Mathes (presiding officer and clerk) on August 1, 2023, at 12:15 p.m. Karl McNorton (Trustee) was also present, and Jerry Glasgow (Treasurer) was absent. Also present were Bob Oliva (Township Business Administrator/Road Superintendent), Doug Schmitt (Fire Chief), John Tipton (Co- Road Superintendent), and Laurie Moody (Bookkeeper)

Guests in attendance were – Lee Hendricks (Legal Counsel) 

Member McNorton made a motion to approve the check register and the minutes from the July 11, 2023 board meeting, as presented, with no additions or amendments. Member Mathes seconded the motion. Motion carried 2-0. 

A letter from Lee Hendricks concerning his billing hourly rate was presented for consideration

Public comment and communication Gary Slimmer of 5305 NW Melba Court Drive attended to express his appreciation to the Township for the repairs that have been made to the roads in his neighborhood. He also requested that we initiate the process of petitioning the County to have speed limit signs installed on NW 53rd Street

A copy of a letter received from Mr. Jim Pierce at 3351 NW Country Lane was presented in the packet. The letter thanked the road crew for picking up tree limbs that had been downed in recent storm. 

General

Mr. Oliva informed the Board that he had received estimated pricing from Senne Company for the construction of the shop maintenance building. The bid amount exceeded expectations, so additional time is needed to negotiate the pricing. It will be necessary to hold a special meeting to address this after further negotiations. A special board meeting was scheduled for Tuesday, August 8, 2023, at 12:15 to discuss any and all Township business

The first restitution payment in the amount of $187 was received from Pam Buckhalter, through the court system. 

Mr. Oliva presented a brief review of the General budget expenses to date. All actual expenditures are in line with the budgeted expenditures.

Fire

Lee Hendricks presented a completed tax exemption application for the land purchased for the new fire station. It was signed by Trustee McNorton, notarized by Laurie Moody, and will be filed by Lee Hendricks for approval

Chief Schmitt presented the official fire report. The slide-in unit for the Can-Am should be received by the end of the month. The department received a grant from Shawnee County to purchase new medical bags for the fire trucks and they are now being stocked for service. The ISO audit has been completed and findings have been submitted for final review. :

Information on a ROLLNRACK Hose Management System was presented by Chief Schmitt. After discussion, Member McNorton made a motion to approve the purchase of the ROLLNRACK Hose Management System at the cost of $9,695. Member Mathes seconded the motion. Motion carried 2-0. 

Road –

John Tipton, Co-Road Superintendent, presented the road report. Paving has been completed north of 52nd Street in the Urban Hills Subdivision. Paving has now been moved to NW 50th Street between N Topeka Blvd and NW Rochester Road. This paving, and paving NW Elmont Road in front of the school, will be completed prior to school being back in session. Shawnee County Public Works has been contacted about striping those sections of road but may not have that complete before school starts. Shawnee County Public Works did complete striping on NW Button Road and NE 35th Street between NE Meriden Road and N Kansas Avenue. The road crew worked three days picking up limbs and debris from a significant storm earlier this month. Residents were allowed to bring tree and limb debris from the storm to our west yard for disposal. It is estimated that about 200 loads were hauled in by our residents. This debris will all be burned later this year

Central Salt submitted a bid for 800 tons of SnowSlicer Enhanced Road Salt. Member McNorton made a motion to accept the bid from Central Salt at the cost of $85.23 per ton, for a total cost of $68,184.00. Member Mathes seconded the motion. Motion carried

Executive Session: Member Mathes made a motion for the Board to go into Executive Session for 15 minutes to discuss non-elected personnel and a discussion with the attorney. Exception was made for Lee Hendricks and Bob Oliva to remain in the meeting. Motion was seconded by Member McNorton. Motion carried 2-0

Executive Session convened at 12:36 p.m. The Board returned to open session at 12:51 p.m. Member Mathes made a motion to increase Lee Hendrick’s hourly rate from $175 per hour to $200 per hour, effective immediately. Member McNorton seconded the motion. Motion carried

With no further business to come before the Board, a motion was made by Member Mathes to adjourn the meeting. Member McNorton seconded the motion and motion carried 2-0. The meeting was adjourned at 12:52 p.m. 

The next regular monthly Board meeting is scheduled for Tuesday, September 5, 2023, at 12:15 p.m.

SOLDIER TOWNSHIP SPECIAL BOARD MEETING 

The special meeting of the Soldier Township Board was called to order by Mike Mathes (presiding officer and clerk) on August 8, 2023, at 12:12 p.m. Other board members attending were Karl McNorton (Trustee) and Jerry Glasgow (Treasurer). Also present were Bob Oliva (Township Business Administrator/Road Superintendent), Doug Schmitt (Fire Chief), and Laurie Moody (Bookkeeper)

Guests in attendance were Larkin Downing 

General Senne Company had submitted the revised GMP budget for the maintenance building. A copy was included in the board packet. After discussion, Member Mathis made a motion to approve the final GMP pricing from Senne Company, in the amount of $1,446,304.00, for the maintenance building construction. Member McNorton seconded the motion. Motion carried 3-0. 

A request for proposal for a commercial construction loan was presented for review. After discussion, Member McNorton made a motion to approve sending the RFP requests out to selected banks to solicit proposals for a construction loan in the amount of $1,500,000.00 for the construction of the maintenance building. Member Glasgow seconded the motion. Motion carried 3-0. The RFP will also be posted publicly on the Soldier Township website and on the Soldier Township Road Department Facebook page

With no further business to come before the Board, a motion was made by Member Mathes to adjourn the meeting. Member McNorton seconded the motion and motion carried 3-0. The meeting was adjourned at 12:20 p.m. 

The next regular monthly Board meeting is scheduled for Tuesday, September 5, 2023, at 12:15 p.m.
